Arunachalee students beaten, claims ASF
ITANAGAR, Jun 17: Claiming that 19 Arunachalee students of Sericulture Training Institute (STI), Titabar in Jorhat district were beaten up by the students and people of Titabar area on June 15 and 16 inside the campus of the institution and also that the institute authority turned a deaf ear to the problem even after repeated request, the Arunachal Students Federation (ASF) has requested the parliamentary secretary home to direct Jorhat SP and DIGP Arunachal to initiate necessary action against the institute authorities.
In a representation, it stated, the problem should be dealt with immediately otherwise it would create more problems between the two states.

District level training on food processing
AALO, Jun 17: ATMA, West Siang District Aalo, conducted training cum demonstration on food processing and preservation techniques through Jam and Pickle preparation under Extension Reforms on June 14 last.

ITANAGAR, Jun 17: A one day sensitization workshop of Nodal Teachers, batch 2, on School Health Program (SHP) under NRHM, was held today at CHC Doimukh by District Health Society, Yupia.
The main objective of the workshop was to sensitize the nodal teachers about NRHM’s School Health Program under which they are to play vital role in providing effective health care to students and school dropout children aged between 10 to 19 years in their respective places.

Explain the term minority: JSM
ITANAGAR, June 17: Janjati Suraksha Manch (JSM) of Arunachal Pradesh has appealed to the state Govt to clarify the term minority and not to implement minority schemes blindly in the state. Everyone wants development, but not at the cost of one’s identity, the JSM said. Expressing serious concern over the minority issue, JSM convener Taba Hare said that as per Section 2(c) of the National Commission for Minorities Act, 1992, the Buddhists, Christians, Sikhs, Muslims, Zoroastrians are notified under minority group, but in Arunachal Pradesh, Buddhist and Christians are already enjoying the scheduled tribal status. Facilities for minorities to them will be contradictory to Indian constitution itself, as one can not enjoy double benefits at a time, the JSM advocated.
It further said that “giving said facilities to Bangladeshi infiltrators will be inviting new unending and serious problems for the state.”
JSM wants to know who will be called minority groups in the state, will they avail double benefits? What will be the position of the schedule tribe status of those communities who will be declared minority groups ? Are the people of Arunachal ready to scarify their S.T. status?

Govt policies to bring direct benefit to poor: CM
ITANAGAR, Jun 17: Chief Minister Nabam Tuki reiterated that the State Government has consolidated its policies and programs initiated last year that would bring direct benefit to the poor beneficiaries by providing employment and enhancing their incomes.
Informing that revenue collection was impressive last year primarily because of the string of measures initiated by the Government, he said the Government will continue with the efforts this year too to maximize revenue collection in addition to checking avoidable expenditure.

Referring to the earliest ever SPB meeting held in the State on June 14th last, the Chief Minister expressed belief that timely approval of AOP will pave way for timely execution of projects, resulting in faster development.

Meanwhile, Arunachal Pradesh Congress Committee expressed its deep sense of condolence over the sudden and untimely demise of Wangnia Pongte, former Minister, who died in a tragic road accident at Dhemaji recently.
Late Pongte made immense contribution for all round development of the state as a politician and social worker. His untimely demise is a great loss to the state, said APCC.
APCC prayed to almighty God for the eternal peace of the departed soul and bestow strength to the bereaved family members to bear the irreparable loss cause to them.
Meanwhile, former MLA Nani Rebia also expressed his shock on the demise of Wangnia Pongte. In a message, Rebia said I closely associated with him for a long period and found him to be a perfect gentleman. He had special love and sympathy towards poor and needy people. He was a man of integrity and cooperative in nature. His sudden demise has created a vacuum for the people of the state particularly Tutsa community living in Changlang and Tirap district.

ITANAGAR, Jun 17: Since more than 90 per cent of the Private Power Developers with whom the Govt. has entered into MoAs on BOOT basis, are either missing from the project sites or are playing the politics of wait and watch, according to Kahfa Bengia NCP President Arunachal Unit, such companies floated overnight, with an aim of taking huge bank loans by mortgaging the MoA documents, is a matter of serious concern and amount to cheating and breach of trust. Although Arunachal Govt. did get good amount of money as upfront and processing fees from the power companies, but these companies, especially the stock listed ones have already realized the paid up money from the market overnight in terms of magical jump in share index of the company, according to NCP Arunachal Pradesh.

In many cases the employed youths were either removed without prior notice or are still waiting for their wages to be cleared. With a Govt. seemingly having no control over the defaulting companies, the people of the project sites are simply confused and dejected. The ready made excuses like delay in central clearances non achievement of financial closure etc are simply not going down well with the people. According to NCP, the initial lump sum benefit during survey and investigation stage has raised the expectation level of the purple to sky high but later when the companies suddenly disappear from the site with bag and baggage, the people are left with no option but to curse the company and the Govt. A Survey of project sites in West Siang basin over river Siyom will prove that the hide and sick game adopted by private companies towards the simple people are crossing all limits of toleration, According to NCP Arunachal, time has come for the Tuki led Govt. to come hard on the Private Companies for playing around with the sentiments of the local people. Setting up of an all party Committee involving experts on hydropower, share markets, experts on company laws relating to money laundering and black money etc. shall go a long way in unearthing the story behind MoA business and also letting the people know the exact position of the power developers.
On submission of the reports in a time bound manner the Govt. then should transfer the MoAs of defaulting Companies to more powerful, sincere and more experienced public sector undertakings such as NHPC, NTPC & NEEPCO. Since the PSUs have more transparency and better and ensured corporate social responsibility package and also that there is third party guarantor in the event of any eventuality, the State Govt. therefore, should take early step to handover all the delayed projects to NHPC, NTPC and NEEPCO.
While welcoming the Tuki led Govt.’s step in allotting two Mega projects in Upper Siang to PSU’s, the party President Bengia at the same time urged the Govt. to take opinion of the all stake holders as per democratic tradition of the Adi Community. Taking a dig to Akhil Gogoi’s anti Subansiri Dam project by NHPC, Bengia termed the movement as unfortunate and detrimental to the interest of both the States of Assam and Arunachal, as more than 70% of the works have already been completed from the tax payers money of staggering 7000 crore plus.
Urging the Union and Tarun Gogoi led State Govt. of Assam in initiating a tough stand against the agitators and complete the project with military protection and safeguards Bengia, expressed serious concern over the extraordinary delay in Commissioning of the project and consequent debt burden of Rs. 225 Crore taken in advance as free power share at compound interest rate of 9% per annum by the Khandu led Govt.
According to Bengia the PSU’s like NHPC, NTPC and NEEPCO are second to non in field of hydro and thermal power generation with annual turnover of billions of rupees, the Govt. at the Centre and the State should take a firm stand so that the massive financial, machinery and man power of the Company do not lie basking ideally in the scorching heats of summer and the fury of monsoon rain.
The fact of the matter according to NCP Arunachal Pradesh Unit is that the companies have already achieved their aim of converting black money into white by using the incentive packed Hydro Power policies of the Govt. and enhancing their company’s image in share market business of the globalize world. To come out clean of the allegations, the Congress led Govt. at Centre & State should dare to cancel all the secret MoAs with private power developers and transfer the same to NHPC, NTPC and NEEPCO for faster development of the nation and the host State.
Surrendered accused remanded to police custody
ITANAGAR, Jun 17: In a dramatic turn of event, one Tarh Mangha @ Hura Mangha, who was accused of chopping off the right wrist of one Tana Martin in Midpu village on March 31 last, surrendered at the Papum Pare SP’s office, Yupia here today. The accused was remanded to 14 days police custody.

The accused has confessed his involvement in the case, the police said adding the motive behind the crime was revenge. The accused has stated that the victim Tana Martin and other three youths had physically assaulted him on February 22 at Midpu village. Police verified the records and found that one Biri Tassum had lodged FIR at Doimukh PS for assaulting her and one Hura Mangha alias Tarh Mangha. In this regard a Case vide Doimukh PS case No. 05/12 U/S 326/354/427/506/34 IPC was registered on the same day. Four accused persons namely Tana Martin, Ngurang Chuchum, Tana Bapu and Taba Nugu of Midpu and Hoj villages were arrested and they were forwarded to the court of JMFC Doimukh with a request to remand them for 14 days in Police custody. The JMFC Doimukh turned down the request of the IO and granted them bail without consulting the IO. Later on the case was submitted into charge sheet vide Doimukh PS C/S No. 17/12 U/S 323/354/427/506/34 IPC. The court is yet to initiate trail of the case.
The accused Tarh Mangha alias Hura Mangha stated that the four persons who had severely assaulted him and Biri Tassum were not kept in the custody even for a day. So he took revenge of his own, police informed.

ITANAGAR, Jun 17: All Arunachal Pradesh Students Union (AAPSU) has condemned the ‘derogatory remark’ reportedly made by one Tony Pertin against the union in a social networking site.
A derogatory remark made by Tony Pertin against the integrity of union in the social networking site Facebook, is highly condemnable, AAPSU said in a release.
According to AAPSU, he had alleged that members of union have taken around thirty litre petrol from the NRL petrol depot forcefully of which he is the proprietor. He is also accused of making comparison between the AAPSU and other organisation in the social media site. AAPSU said his campaign against the apex student body in the social networking forum is not only against the union but also entire students’ community across the state.
AAPSU claimed that the union’s pad found in the NRL depot is fake and there is no valid signature and recommendation of executive members. He tried to tarnish the image of AAPSU without any valid reason, it alleged.
AAPSU demanded public apology from Tony Pertin for his derogatory remark and doing campaign against the union in different method of mass media. It further said NRL pump shall not be entertained to sell in the state and also demanded to cancel NRL licence forever and decided to continue its fights till demands are met.
AAPSU further alleged that Pertin is acting against interest of the indigenous people of the as he is fighting case in favour of a Bhutanese refugee and has no respect to the AAPSU movement against illegal settlement of refugees across the state. The union further said that it has terminated him from the status of legal advisor in the union.

I have uploaded some so called receipts given by them in a social networking site Facebook so that people of Arunachal know what’s happening. There are many such receipts. Enough is enough. How long we can tolerate such unethical activities, Pertin said in a release. “I appeal to the entire people of Arunachal to know the real picture of our AAPSU leaders. Let’s unite to fight such menace. Today it’s me but tomorrow it may be you,” he said.
Pertin further said “as my participation with AAPSU is concern, I have been taking up the refugee issue with them and now some possibility of settlements has been reached. I have fought legal cases in High Court on behalf of AAPSU including engaging advocates from Gauhati without taking any fees.”

Condemning the damage of NRL petrol depot, local MLA Techi Kaso, in a statement, said that violence was not a solution to any issue.

No one should be spared by the law for wrong doing whether it is Pertin or AAPSU. It is unexpected of anyone to indulge in violence to express resentment.

No place for attestation
Dear Editor,
Through your esteemed and reputed daily I would like to pour out the frustration, anguish and wrath of ordinary public against the Gazetted officers and Govt Offices of Capital Complex.
Every student and youths are feeling frustrated after visiting every offices and chambers. Because day by day all the Government Offices in capital complex are turning into NO ATTESTATION ZONE. Everywhere from school admission to applying for any jobs one has to submit copies of documents with attestation but the Gazetted Officers nowadays seems very busy even though they are sitting idle and alone in their chambers.
Recently a college boy was coming out of DC Office, Chandranagar murmuring and was looking very discontent. I asked "Bhai Kiya Hua?"
He told me that he approached almost every chamber for attestation but none of them helped him. And to my utter shock he told me that, one officer was alone in the chamber and was holding his mobile and was doing something, he requested but the officer said "Bhai Hum tora Busy hain".......just out of curiosity he peeped and what he saw, the officer was doing Facebook.......Indeed he was busy! Now, I want to know as attestation is done free of cost, is that the reason these officials are so uninterested in giving attestations? Please if you need money ask it; like 10 Rs for one attestation. Also, I would like to appeal to the District Administration and to all the HODs of Government departments, please appoint/entrust one of your Officials atleast for 2 hrs a day for attestation purpose only. I know there are lots of work and task to do but you can give this little help to the young generation so that they may utilize their time and energy in study and other valuable things instead of wasting it going one office to other just for attestation.
If possible those departments or institutions should verify the copies of the candidate if they can exhibits the original ones then please do that, don't make them run one office to another. Only because of silly attestation many fails to submit their applications in time and hence forfeit themselves from getting opportunities. Lastly, I would like to request to the District Administration and HODs of all Government Departments, to see this letter as an appeal.

Some light into confusion regarding minority
Dear Editor,
Through your esteemed daily we all are put into confusion on minority rights and privileges to be implemented in Arunachal Pradesh but I refused to be forced into this confusion. As per my knowledge is concerned that there are so many Christians and Buddhists who could rightfully avail minority right and privileges. It has been noted that there are one or two points of confusions, they are: First, whether same person can avail both minority rights and ST rights? Secondly, whether those Muslims who are working here in Arunachal temporarily for their livelihood can avail minority rights? What I perceived is that the philosophy behind granting the privileges to the minority constitutionally is solely for preservation, protection of the culture of the minorities; under culture we have faith and belief, language and literature, art and architecture, customs and tradition etc. Preservation, protection and promotion have to be done for the interest or seek of national heritage and also to contribute to nation growth and development. Hence, minority can run institutions, organizations, like educational institutions, form a trusties, sahitya sabha etc. so that ideas, faith, belief can be transmitted to the next generation in to form of doctrine and other inculcations with value based approach. Whereas, schedule tribe privilege is granted to individual or community for all round development in spare of economic, polity and society. So that they are allowed to participate in all the political process and hence reservations in legislature, executive and judiciary and economically special ST area development package and other concessions so that they participate meaningfully and successfully. Hence, one individual can avail both ST and minority privilege.
Questions on Bangladeshi Muslims and other Muslims getting privileges under minority in Arunachal doesn’t arise unless they have Permanent Residential Certificates and land ownership rights. Constitutionally Muslims and Christians and some sects or Hindu religion like Buddhism, Jainism, and Sikhism declared them as minorities. Muslims coming from Assam having PRC from Assam Government must be enjoying minority privilege in Assam. Why they should seek privilege in Arunachal? But then, those indigenous Arunachalees who have embraced Muslim religion or have been converted must be allowed to avail the minority privilege.

KGBVs need attention of govt

Through the column of your esteemed daily I would like to express my views on the present situation of KGBV school of Arunachal Pradesh. I am a guardian of student of KGBV (Girls School) of Upper Subansiri District. My sister was admitted last year in said school and I used to visit the institution as per rules and regulations. As per my observation in last one year, the teachers of KGBV deserve appreciation for their sincerity. They perform their duties very sincerely even though they are paid very low salary in comparison with SSA and other Govt. School Teachers. If such trend of teaching continues for many years then we can hope for quality education in the state especially for female. Many KGBVs are located in very interior or remotest areas of the district but teachers are serving there for the upliftment of girl’s education and are facing many difficulties.

Where is relief assured by the Govt?
Dear Editor,
The last year’s flood of September was havoc for the denizens of Lower Dibang Valley District. Everybody was affected due to it. The infrastructures and agricultural crops especially the ginger & paddy were destroyed. The farmers who had pinned hope on the good harvest had been devastated. Atleast nobody is farming by taking loan (I hope) otherwise the flood sure would have taken its toll.
But as the government had assured relief, every person went to their field and photographed the agricultural losses, by spending money for the photography at exorbitant cost. But till now there is no sign of any relief from the government for the loss due to the flood. I am sure people have already forgotten about the relief and moved on. But we expect better treatment from 'our' government.

One reason for this unlikely data is that the population of these poorer states grew faster than the national average leading to larger workforces. The population of workers in the five states of Jharkhand, Chhattisgarh, Rajasthan, Assam and Bihar, grew at a considerably higher rate than the national average. At the bottom of this table too were Haryana, Punjab, Andhra Pradesh, Kerala and Gujarat.
Since this is broadly reflective of a natural growth in population, these figures do not give an accurate picture of the changes in job opportunities in these states and one would, therefore, have to deduct the growth in population from the growth in workers. This places Odisha, Assam, Kerala, Jharkhand and Rajasthan at the top of the employment generation table for the period 2001 and 2011.
By the same formula, the sates of Haryana, Punjab, Gujarat, Bihar and Uttar Pradesh ended up at the bottom of the list, reflecting population pressures, stagnation and increased mechanization. These three also showed an absolute decline in female workforce over the decade.
